Which competitor wins?

Round 1: Marik does not have Ra.
Round 2: Marik has Ra.

Typical anime effects/rules in place.

Does Yami Marik have knowledge from his previous duel with Jonouchi? If so, he should be aware of Joey's tendency to special summon Jinzo when the odds are against him and be prepared, so he wins in either scenario (seeing as he was stomping Joey until Jinzo came along).

If Marik goes all out with Ra from the beginning instead of discarding it near the end of the duel like he did in canon, he wins instantly with One Turn Kill.

Both have knowledge of their previous battle.

Oh, I should also add there is no Shadow Game BS allowed. Just a straight up duel.

Marik wins with prior knowledge since he won't hold back or be too arrogant with Ra's usage. Red Eyes wouldn't be a game changer for Jonouchi and a lot of his other cards tend to be too luck-focused, so he'd have little chance of pulling anything off if the plot's not on his side.

When did Marik hold back against Joey?

There were several opportunities where Marik's arrogance limited an easier victory, such as not sacrificing Ra to defeat Joey with Lava Golem, and it cost him greatly when underestimating Jonouchi almost lead to him losing the duel.

Also, Marik could've just normal summoned Ra by sacrificing his three Viser Des (in the manga) or Plasma Eels (in the anime). He merely chose not to because he didn't decide to use Ra until the end of the duel.

The fact that Marik was stated/shown to be toying with Atem during their duel is enough to prove he was definitely taking Joey lightly as well.

I'm not sure I get what you mean here.

It's painfully simple. Marik held back due to his arrogance rather than going through one of several steps to gain an easier, efficient win.
