If you think Goku only surpassed Karin after his fight with Daimao, then this question should be obvious.

I don't really factor Zenkais in Dragon Ball, so I have Karin < 22nd TB Goku. I still think Karin wins mainly due to skill.

Tambourine definitely had no skill. He shot out some generic assed mouth blast that left a burn on the ground or some shit and thought he killed Goku
