Manga-wise, even SSJ or SSJ2 Gogeta is enough to take this, seeing as Kefla has no SSJ2 form here.

Anime-wise, SSJ2 Kefla stomps.

Manga Version: Gogeta wins easily, Kefla is just a little bit stronger than SSjinB tiers while Gogeta should be much much greater than that even in his base form.

Anime/Movie: Kefla wins IMO. Her power rivals 2nd/3rd UI Goku which should be around Hakaishin level which I don't think Gogeta without God form can match that level IMO.

Kefla probably stomps. Broly's feats prior to going to his limit against SSB Gogeta don't suggest him to be on par with the ToP's upper-high/top tiers prior to it, whereas SS2 Kefla shouldn't be leagues below the level of MUI Goku/Limit Break Jiren. Not even SS3 is going to change the outcome, beyond making the fight go a bit quicker.
