The Cell Jrs. were laughing and smiling but they were doing the same against Trunks & Vegeta and Cell hinted they were going all out. I think Goten and Trunks should be a bit stronger than Trunks & Vegeta since they are going up against all 7 of them.

The kids are only surviving because the Cell Jrs are allowing them to. The Cell Jrs can overwhelm them, they choose not to.
