If I recall correctly the guy didn't look too scared when facing Daimao. I don't really remember much about the RRA, but I think if the RRA was a lot stronger than the king's army, then they'd try to take over the capital rather than seeking out the Dragon Balls.

True about the guard, but about the RRA. I don't know. The way Master-Roshi talked about the made them seem like the strongest army in the world and not just any ordinary military, but maybe I'm wrong or am misremembering.

It would be easier to take the Dragon Balls, but by the time of the RRA saga, they had only known about the DBs for several months at most. I assume the RRA has existed for a while, and that if they were much stronger than the king's army, they would take it over.
