King Chappa (23rd Budokai) vs. The 22nd Budokai

How does the new and improved King Chappa measure up to the finalists of the 22nd Tenkaichi Budokai?:

Chapter: 167, P7.2
Context: talking to Goku. He thinks he’s gotten a lot better since they last fought.
Chapa: “You’ve run out of luck. This will be as far as you go this time; things won’t go at all like they did previously.â€￾

How far shall he go? The first two are obvious answers.

If he saw Goku vs Tien than he clears it. I personally don't fell comfortable with giving Chappa those kind of gains so I have him just strong enough to give Chun a good fight.

I abide by him seeing the rest of the Budokai, so I have him clearing. He could possibly even give Drum a good fight in my opinion.
