M8 Broly vs. Perfect Cell

Z Figthers from movie 8 can't be Cell Games tier as their powers weren't known yet. The movie is also the paralel for the Perfect Cell Arc, as the movie who paralels Cell Games is M9.

Perfect Cell arc Goku is the same thing as Cell Games Goku though. Goku powering up to 50% was already in the anime when M8 came out, so it would make sense that they would use the strongest, most recent incarnation of Goku, not some watered down version.

Piccolo was revealed as Nailccolo when movie 4 was revealed but he is not because the movie follows the Ginyu arc... Movie villains surpass the strongest level in the anime so Goku cant be so strong in movie 8

Don't you argue that M8 Goku is the same as Resting Goku? The same Goku whose power Piccolo described his power as "ordinary" and everyday"? No matter how you slice it, it doesn't make sense that M8 Goku has that same power if he's supposed to be much stronger than Super Vegeta. As for your example of Nailccolo in M4, Piccolo is a side character, so of course they wouldn't want him usurping Goku. In the case of M8, they would want Goku to be as strong as possible so that it is all the more impressive when the main villain beats him down.

Also, if every movie HAS to follow a specific arc, then what arc does movie 3 follow? None of the characters align to any specific section of the story.

No he is not... Why not reading the super analysis of mine? The others are not irrelevant... All the movies follow a specific arc and the z senshi are in par with a specific arc... You cant have them in a different level...
