-SSJ2 is not a stable mutliplier. It is a potential unlock. Therefore,
SSJ2 Kid Gohan>SSJ2 Goku/Majin Vegeta, because Gohan has more
potential than them.
-Vegeta's base and SSJ are the same, both pre and post majin. The
charm releases all his potential (SSJ2).
-No rage boost on top of that. SSJ2 Kid Gohan had the same power
all the time at Cell Games, which was his full potential. Against Cell,
he did not go all out in effort and only did so when he killed him. At
Buu Saga, the meanings of the statements are:
''Gohan when he was fighting Cell''=Toying SSJ2 Gohan
''Gohan when he killed Cell''=Serious SSJ2 Gohan
All in all:
SSJ2 Kid Gohan>SSJ2 Goku/Majin Vegeta>=SSJ2 Kid Gohan (toying)
-At Buu Saga, some of Gohan's potential (SSJ2 power) laid dormant
because of slacking off, whereas his base/SSJ didn't change. Gohan
could get it back through rage.

To be fair, SSJ forms have always been a "potential unlock" ever since it debuted and that was established to have a multiplier.
