I don't even think base Madara can beat Raditz. Juubidara I've no problem with beating Nappa, although the opposing side makes good points

Oh yeah base Madara is not too impressive, but he could still win via genjutsu and the massive IQ gap.

Depends whether or not we view Piccolo's moon bust as an outlier or not due to Roshi's. If so, then Base Madara may already be on Nappa's level, though would win due to superior speed. If not, then Nappa's got both the power and speed to take down Jubidara, though Limbo + various Genjutsu could give Madara the win.

I don't think you need to make the attack an outlier as much as making the speed of the blast implications outliers due to not having enough author's intent. After all, Nappa's stronger and faster blast against Piccolo/Gohan would be a direct contradiction if we throw out all author's intent.

DC of attacks aren't relevant to post Rinnegan Madara. He can absorb them.

That's one of the main reasons I'd consider it an outlier, plus it's questionable as to whether or not we could simply ignore half of the feat. The fact that Roshi destroyed the moon too which is usually considered an outlier really makes me question the legitimacy of nearly any DB Moon feats, especially when if Kami can create a moon at least as large and dense as ours, he should've been able to put that magic to better use when fighting Piccolo.
