Lord Buros could be considered as strong or almost as strong as Nappa, and he couldn't do Jack against Saitama (While holding back)

Saitama onepunches Nappa. The Saiyan's at best Small Planet level, whereas a Planet level attack did jack to Saitama, who's also got better speed feats to boot. Even Oozaru Nappa's not doing much other than making him use a serious punch.
