"his race" is making it sound like Appule is the supreme leader of the Extended Head tribe. This should come as no surprise to us, but it further asserts Appule as the Lord.

His intelligence and strength exceed that of a lower-class soldier. On Planet Namek, he finds a Namekian village that was destroyed by Vegeta.
Afterwards, Appule fights and severely injures Vegeta, who was defeated by Zarbon and heavily wounded. However, Vegeta recovered and he attacked and killed Appule.

Praise Lord Appule. Vegeta wouldn't have had a chance if he didn't take Appule by surprise.
