How powerful is he the 1st and 2nd time he forms? Personally, I put him at 7,100 the first time, and 14-15,000 the second time.

1st time doesn't need to be much higher than Piccolo, so probably around 500 or so. 2nd time would be at least 9,810 based on the scouter reading, but at max 14-15k sounds like a good estimate.

At the 1st time turning Oozaru, I think Gohan was at 1,307. Raditz talked how them Saiyajins shows their true powers, their true colors when turning into an Oozaru, so I see it as Oozaru allowing Gohan back to his hidden powers he showed against Raditz and when he destroyed that mountain at Piccolo's training. Fits well imo.

At the 2nd time, he was obviously too much for a tired Vegeta, but Vegeta told if he weren't so injured he could handle such power, so aroung 9,000 (or 9,810, multiplying Gohan's base power, since Gohan was injured) works well for me.
