I could see Panputto being around 21st TB Goku (tailed) or so, maybe slightly stronger, based on him busting the wall at the TB in a similar fashion to 21st TB Goku when he got his tail back. Roshi also noted how Panputto was a "skilled master" or something like that, but wasn't special compared to how strong Goku and Krillin's progress was by the 22nd, which could be basically him using Panputto as a measuring stick, as opposed to 21st Goku.

I'd say he could potentially clear if he's restored for each match, or stop at Goku or Roshi in a long, drawn out fight.

Easily stronger than all of them except perhaps Goku and Roshi. Based on Roshi using him as a measuring stick as to how much Goku and Kuririn had improved, he could possibly be above them as well.

Pamput was great at an ordinary-level, but Master-Roshi said Goku and Krillin surpassed ordinary after their training (so basically super-human), so Pamput probably loses to Yamcha or definitely Krillin.
