Pamput vs. The 21st Budokai finalists

Jackie Chun at the 22nd Budokai described Pamput as a fighter who would be superhuman to most people but is nothing to a true superhuman Goku or Krillin. However, he had some pretty damn decent showings:

With these showings can he beat the 21st Budokai finalists?

He stops at Goku; I have them equals in power wise but Goku wins due to skills and endurance; the same goes for Jackie Chun;

Power wise, he surpasses them all, but Roshi or Goku may win with their techniques.

He should be able to clear it so long as Goku/Roshi don't land a clear hit with their Kamehameha, or Roshi's Bankoku Bikkuri Sho.

He solos. He was still looked at as a fearsome opponent even after the defeat of Chappa. Chappa > Son Gohan >> 21st Goku and Roshi.
