Well, to start off as a baselines for the 21st Tenkaichi Budokai, we have Kuririn kicking one of the two Orinji temple bullies far away through a solid brick wall.
So, right off the bat, we have the idea that Goku breaking a wall was the main reason Giran forfeited and not seeing he was resilient enough to get out of the Guru Guru Gum being debunked.
I won't bother going over the main competitors such as Goku, Kuririn, etc. due to them being evident unless it's a feat solidifying their destructive capacity or something similar.
Bacterian
Along with being praised as an incredibly strong fighter by Yamcha, Bacterian showed he was more than hype when his kick sent Kuririn into shock.
Regardless of his stench affecting Kuririn, that's an impressive feat nonetheless.He also wasn't oneshotted by Kuririn's kick, instead only surrendering after the insult of being overpowered and farted on.
Ranfan
When Namu is hesitating, Ranfan is able to clearly affect him with her attacks, one off-guard attack even making Namu scream in pain.
Despite that, she could still be oneshotted when Namu got serious.
Giran
An off-guard attack from Giran seemingly affects Goku as much as Ranfan affected Namu, though Goku is showing shrugging off the damage far easier in the next page.
Goku puts some effort into blocking Giran's punch and Giran endures Goku's punch a lot better than Bacterian endured Kuririn's.
Goku is affected by Giran's punch when trapped in the Guru Guru Gum, though the following panel shows it was a similar case to Giran's sucker punch prior.
It's worth noting for those believing Goku's tail gave him a power increase that the only time Goku had the opportunity to attempt to break out of the Guru Guru Gum is after his tail grew back and Giran was in shock at both that and his ability to break out.
Also, considering destroying part of a wall isn't a big feat at this point, it's safe to say Goku's "much better" line has more to do with his tail helping out in his mobility.
Namu
Namu and Goku fight on nearly even footing, though Goku has a slight edge.
Goku's spinning is still too much for Namu though.
Namu is able to jump incredible distances into the sky and hit Goku with his Tenkuu Pekeji-ken without any recoil from the fall.
Despite hurting Goku a lot though, he still got up just before the end of the ten count.
Namu attempts the move again, suggesting it's indeed fast enough that Goku can't simply dodge.
We get an even clearer showing of just how high Namu has jumped, even going through a cloud and being barely visible from the stadium. A jump of that height and such kinetic force from his blow would be a Building+ level feat. However, Goku's leap surpasses even Namu's.
The two can still keep up the fight whilst free-falling, though Goku has enough of an edge to land first and time the kick to ring-out Namu perfectly.

Lines up nicely with Kuririn and Chun's explanation of what went on in their battle, marking the top 4 of the 21st TB as Building+ level with Supersonic+ to Hypersonic speed (or just Supersonic+ in Kuririn's case).
As for how I'd rank these competitors based on all this, beyond Namu clearly being top dog, I'd say Giran > Ranfan > Bacterian. All of them performed similar feats of only making their opponents react in pain when catching them off-guard, though Giran was capable of enduring Goku's punch and Goku had to put in the effort to block Giran's with his own.
Chappa doesn't really have any feats beyond his Hasshu-ken making him seem as though he has 8 arms. He only really has statements going for him, though those say a lot. No point in me just copy-pasting his entire Strength Checker catalogue, so I'll just leave it there.
His 23rd TB self was confident in not losing to Goku, though whether he judged Goku's peak at the 22nd TB or didn't bother viewing the Budokai beyond his defeat is pure speculation.
Man-Wolf
Man-Wolf is in a similar boat in lacking any impressive feats and only having statements. The difference is whilst Chappa's statements hype him up, Man-Wolf's ground just how out of his league he is in the Tenkaichi Budokai.
Chapter: 119, P3.5-6
Context: Man-Wolf is angry with Jackie for blowing up the moon. Jackie is easily leading the match, however.
Man-Wolf: “Y-you--…!!”
Jackie Chun: “Why don’t you quit before you get hurt? I feel bad for you, but our skill levels are just too different.”
Man-Wolf: “Wh-what--!! Don’t patronize me!! I’ve got a 30-dan in kenpo!!”
Jackie Chun: “Do tell.”
Ultimately, Man-Wolf is not only in the 22nd TB, but by the standards of the 21st TB's top 8. The anime makes this even more apparent where, iirc, he couldn't even knock down a tree in one blow during a flashback.
Panputto
Much like Man-Wolf, Panputto is someone out of his league in this competition, which Tenshithands even outright says.
Chapter: 122, P2.3-6
Announcer: “Contestant Panput has won two other world martial arts championships outside of the Tenkaichi Budoukai. He’s aiming to win the championship here and obtain complete world domination in both name and reality!”
Kuririn: “So h-he’s that amazing a guy…!”
Kame-sennin: “I see. I thought I had heard his name somewhere before. So he’s the rumored super gifted grappler.”
Tenshinhan: “He’s so naïve…this tournament is on a different level than other matches…”
His only real feat is breaking through a wall, which is old news at this point. His only real praise is in Roshi using him as a benchmark for how far into superhuman tier Goku and Kuririn have become, which doesn't say much when Roshi implied Pre-training Kuririn was near the peak of non-superhuman tier.
Chapter: 28, P14.5
Context: as Lunch chases Kuririn with a butcher knife
Kame-sennin: “Mumu…! Kuririn’s drawn pretty close to the human wall…!”
Tl;dr, Panputto is a jabroni.
Chichi
I'll discount her from the main cast of the 23rd TB. That said, she was confident in facing the Goku who oneshotted Chappa and made Goku go on the defensive somewhat over her constant offence. Still, she was still far enough below Kuririn/Yamcha as to be incapable of tracking Goku and Ten's battle in the slightest.
Cyborg Taopaipai
In his introduction he oneshotted Chaozu and later on, he was fast enough to catch Ten off-guard with his hidden blade. He was still far below Tenshithands though, given his Chou Dodonpa got neutralised by a simple kiai. The Chou Dodonpa at least seemed above Yamcha based on his reaction.
Even without the Dodonpa, I'd probably place him solidly above Chichi as he was capable of catching a serious Ten off-guard for a moment, whereas Goku was purely interested in Chichi's motivation throughout their exchange and oneshotted her with a light kiai once he'd found the answer. Goku also complimented Tenshinhan oneshotting Tao as a great feat.

Goku: “Just like I thought, Tenshinhan’s amazing! He took out Tao Pai Pai in just one blow.”
Tenshinhan: “He probably won’t wake up for a few days…”
