IT is a trans-dimensional ancient demonic extraterrestrial entity, a lovecraftian horror who takes the shape of anyone's fears and has existed before the creation of our universe. He/She/It's also got an eternal rival which is a universe-spitting/creating turtle.

Chucky is fucked beyond our wildest imaginations. Even in his Pennywise clown form, IT would destroy him.

Chucky can be stopped by conventional means. Pennywise, not so much.

Pennywise has to be defeated with stuff like love and friendship. I don't see the Chuck bringing that to the table.
