Do you guys think old man Piccolo Daimao had a weighted cape?

I don't believe so. It just looked like a fancy way to establish he was going to be a bit more serious.

We never see it hit the floor, so it's all guesses.

It did have some weight.
Less than a kilogram.

It didn't sink to the floor as soon as he removed it, so it's probably no different from a regular cape. He likely only removed it since realistically, a cape's a detriment in a fight.
