Piccolo Jr. commenting on Weighted Goku and Tenshinhan's speed

Tenshinhan confirms that Weighted Goku's speed is the exact same that it was three years ago against Piccolo Daimao... yet Piccolo Jr. feels the need to comment on it? Why is that?

Also, if someone could confirm what Piccolo says in the original Japanese, that'd be nice.

In Viz, Tenshinhan doesn't say it's exactly the same speed, he just say it hasn't changed much. Piccolo probably speaks of Tenshinhan,
since he already knows Goku is inhuman, so he'd feel no need to comment on it.

But usually that comment is only said when the person in question is faster than expected.

@withheldforprivacy I'm not sure what the original Japanese says, but the way Piccolo words the comment seems to be towards both Goku and Tenshinhan. At least, that's how I see it.

Even if it's only what goku had 3 years before, saying it's amazing speed really doesn't mean much. He also comments on goku's speed as just being fast when he removes his weights.
