Piccolo ought to oneshot both, considering what implications there are that the humans progressed to a level comparable to the U6 Arc SSJs is flimsy at best and there's really no way to take Shimorekka enduring #18's hits other than plot armour with how Jaco isn't suggested to have made huge gains.

That seems the logical decision. Considering the hype Saganbo gave Yuzun and how the former's clearly superior to the other goons, it wouldn't be a stretch to assume Yuzun simply had some of the most significant prisoners under his command.

Do you think anyone other than Saganbo and 73 is noteworthy?

Compared to most Super characters, probably not other than Yuzun unless you consider Tenshinhan's reaction to Base Goku oneshotting Zauyogi to hold any significance.

Likely no stronger than his ToP self, who in turn likely isn't any stronger than his U6 Arc self given he was shown to still be inferior to Frost.
