Apparently Goku SSJ2 was not fighting with everything and surpassed Present Zamasu with relative comfort.

Who is more powerful and who would win?

Goku respected his strength enough to use SSJ2. I'd say Zamasu wins with extreme difficulty.

Zamasu could maybe win easily. Goku fought him, and specifically pointed-out that his universe's Kaio-Shin'd look like a joke next to how Zamasu fought him, which seems to imply that at-least Zamasu wasn't a complete joke to SSJ2 Goku (no matter how the fight might have been portrayed).
