-Piccolo Jr wanted to rule the Earth like his father threatening the Earthlings and get revenge against Goku... though it's debatable he really wanted it or was just following it because he had no other purpose
-They were just doing their jobs
-Tao was an assassin who enjoy his job a little too much. He is likely influenced by his big brother Crane.
-Crane raised Tien and Chiaotzu to be cold-hearted killers just like him and his younger brother... plus he was a dirty fighter.
-Savaged like the average Saiyan and very impulsive too but he was shown as somewhat caring to his people as he suggested reviving Raditz which Vegeta turned down (he gave him a "what the fuck, man?" look after) and encouraged the Saibamen to do better against the Z-Warriors when Vegeta killed one for a simple mistake
-Raditz is savaged just like the average Saiyan and would stoop at any low to win but although not as empathized as with Nappa, Raditz was shown as somewhat caring towards his people as he gave Goku numerous chances to join him and didn't harm Gohan till he proved potentially dangerous
-Even by Saiyan standards Vegeta during the Saiyan and Namek Sagas was just an evil bastard bordering psychotic... but he does take pride in being a Saiyan and may subconsciously care about his people... but nobody except himself mattered in the end for him.
-Both are the embodiment of destruction and chaos... pure, unrestrained evil (especially Evil Boo) but it's cheapened since they're both born to be evil
-Cell wanted power for power's sake and took pleasure on causing terror/killing but what keeps him from #1 is he's relatively calm and reserved in his evil acts compared to other villains.
-Freeza was destined to be #1. This lizard literally lived entirely for himself and it's all by choice but worst of all... he was a spoiled brat revealed to be a coward at heart.
