Why do you think SSJ3 is 2x SSJ2 instead of the usual 4x?

Vegeta was winded after their brief clash while Freeza was completely calm. He was far weaker and relied on zenkai boosts.

Freeza was caught off-guard by Gohan's sudden jump in power. Gohan's attacks did zero damage.

In term of raw strength, yes but USSJ/Grade 3 is a fundamentally flawed form that empathizes brute strength as the bulky muscles slow you down. It was not a balanced form at all.

The same reason SSJ2 is 2x SSJ. They're both higher levels of the same form so no need for the arbitrary bump for SSJ3.
