Probably. Jiren is strong too but never implied to be as huge as it seemed implied in the anime because the manga keeps levels more grounded.

Hard to say how strong SSB would make Gohan when Ultimate isn't exactly some scalable transformation (and it's arguable if it even counts as a transformation in the manga continuity). Still, even if lowballing it to being some SS3-esque boost, I'd say Gohan would end up strong enough to force Jiren to his limits and possibly win the stamina game. The gap between Jiren and PSSB tier fighters is large, but nowhere near as gigantic as in the anime.
If treating Gohan's current power as his base, then SSB Gohan would oneshot.
