When? I mean, a saiyan that isn't born as a SSJ has to meet two conditions to be able to turn into one:
1. To have a rage boost.
2. To be close enough to his base state limit when having that rage boost.

If those conditions aren't met (we saw Gohan getting rage boosts multiple times in the saiyan and Namek sagas but since he still was far from the base state limit he didn't turn into a SSJ, and we also saw how Vegeta reached the base state limit but he couldn't turn into a SSJ until he got enraged with himself, which proves that both are equally needed), then he can't turn into a SSJ.

So if we want to guess Nappa's power as a SSJ, we also have to guess Nappa's power in his base state limit, otherwise that would be like guessing the power of Krilin turning into a SSJ (you can still guess that, but it's not even possible for Krilin to turn into a SSJ so I don't see the point on speculating or debating it).
Using Vegeta and Goku as a reference (before I said the SSJ would be between 3x and 40x, but for Vegeta for example I have the first SSJ multiplier at 2x now that I think about it, so I should change my estimation about SSJ Nappa's power as well) I would say that Nappa's power limit would be at around the 700.000 units (about half of Vegeta's limit -which is logic considering Vegeta was specially gifted even for a high class saiyan-, but still above Goku's limit -Goku was just a low class saiyan when it came to his genetics, and he always managed to remain above Vegeta through his much superior trainings-), and considering he was much worse than Vegeta at controlling his ki (which would make Nappa's transformation even weaker) he should be a bit below 1.2 millions instead of the 2 I said before.
