Since the manga has done a terrible job of explaining it, what do they entail? Strongest among mortals? Gods? Where is the line drawn?

Strongest among all mortals. Toronbo explains as much. Gods aren’t included, but there’s this little loophole where you can surpass humans that are stronger than gods.

I don’t think it’s that the Dragon excludes Gods, but it’s simply beyond it’s power to turn people into Gods. Godhood is beyond one’s natural potential.
