Super #17 is worse. FnF may have shit like Roshi fighting in the battlefield, but at least that's funny compared to the cringeworthy contradictions in the Super #17 Arc.

Yep. I'd say powerscaling in Super #17 is even more screwed, because due to Freeza training, you can just infer Shisami in the movie trained with him like Tagoma did in the Super anime. Meanwhile Super #17 arc has:

Villains being able to create a Machine Mutant, alive and "one" with the #17 on Earth with no laboratory equipment, and despite the fact that Majin Vegeta's death stated in the anime that they end up in a different world than heroes and normal people do, with no functioning bodies and are waiting to be reincarnated as new creatures

SSJ2 Vegeta being massively above Super Oob for no reason despite Super Oob displaying far better feats against SBV2 than SSJ3 Goku did, and Goku not getting noticeably stronger after getting his tail restored. And somehow SSJ Goku gives #17 a better fight than everyone else combined. This could've been explained had they said Vegeta and Goku's experiences with Golden Oozaru and SSJ4 caused their full potential to be partially manifested in lower SSJ states similar to Goku retaining SSJG's power in base/SSJ in BoG, but nope

#17 is stronger than Trunks even without fusing, with no explanation while #18 is largely the same strength and gets one-shotted by his blast. Yet she gives the SSJ4+ tier post-10xKHH absorption Super #17 a huge energy boner when she Ki blast spams him

They try to revive Kuririn with the Earth Dragon Balls immediately after the villain is killed

All the villains are alive with fully living bodies and end up just sent back to Hell when killed, despite that completely contradicting how afterlife bodies were supposed to work in Z. And Freeza and Cell in Hell are repeatedly restored to life when destroyed for no reason as well, rather than it being explained it is part of the torture that villains in Hell go through as part of their punishment

Among others I may not care to remember because the S17 arc was such trash that it's filler worse than Garlic Jr. and Paikuhan.

FnF inconsistencies can at least slightly be justified. Still Toriyama's worst work, but it's better than S17

Well, Mishimi would have gotten sick of it himself, so...

Without the lawlessness.
I think we could have kept it going a few more years if not for Kaboom and Valdain. Me, CC, Skelter, CoH etc. all went on that forum every day, it was like our crazy satirical racist and sexist country club.

FnF is worse
Super 17 has a couple things going for it in comparison. S17 is like three or four episodes long, Krillin dies and it actually feels a bit meaningful, especially considering his resurrection spurs the consequences of the next arc, and we get that sweet shot of Hellfire 17 in the flames like Sephiroth. Also Final Shine attack, which is the biggest cuck in history but at least Vegeta looks cool failing as opposed to Freeza blowing up the planet right in his face. Return of the Dragon Fist is also nice.
