Think about it plz.

Tao is way more realistic than the other super-villains later in the series. He doesn't want to conquer the universe or even world-domination or anything unrealistic like that. He just wants money, something that's more relatable to humans. When he doesn't get his money, you know what happens. The way he likes to earn money is scary. He's a professional assassin. A real thing, unlike space-emperor Freeza or ultimate-android Cell. Hit-mengs do exist I think and that makes him scary af. Tao doesn't care wheter it's adults or even children. He's indiscriminate. He seems to even enjoy his job and is a martial-artist on top of it some-how.

He was also the first to over-whelmingly defeat Goku and wasn't thrown-off until the second fight with Goku, before that you didn't see much emotion for him. He was like a killing-machine.

He's about as terrifying as Tambourine.

Let's not forget that he had the balance of silly and badass that defines part 1 brought to it's peak with him killing Blue using his tongue and surfing on a pillar to his next battle.

If not for him immediately becoming a joke after Goku beat him, I'd definitely say he was the best villain in the franchise.
