Well, I don't see Tenshinhan way, way, way weaker than Kuririn in the Androids saga. Kuririn's power against Freeza was at least at 75k.

I can think of several reasons:

1. Krillin said Yamcha and Ten had a "huge" ki implying they aren't too far from him.

2. #19 confused Yamcha for Goku and they knew Goku was over 8,000 in the Saiyan arc and would be much, much stronger after many years of training. Tenshinhan is stronger than Yamcha.

3. Also, of course Gero thinking he could be useful energy to him added with Gohan, Krillin and Piccolo's ki.

The OP is right. Manga wise, nothing clearly proves Ten/Yamcha surpassed Nappa. Gero knew Goku could
supress and even a PL of a few thousands can be considered a good source of power compared to most available
sources of power (humans with PLs of 5 or so).

Tienshinhan crushes him. He amplified his normal Kikoho to a Super Kikoho, and it was strong enough to bounce Semi-Perfect Cell back a bit. Nappa would not have the durability to go up against something of this magnitude.

Tienshinhan and Semi-Perfect Cell are in completely different worlds and there is nothing he could do in the sense of defeating him, but he was still able to manage something.

It was a kiai attack, which are effective at pushing back.If 16 could use a kiai, he'd would have blown back Cell easily.
