Mr. Popo one-shots. Tenshinhan wasn't that above Goku, in my opinion. He was even kind-of out-of-breath when he fought weighted Goku at the beginning of the fight, who was said to be equal in speed to Goku from 3 years ago. I know he wasn't going all-out yet, but he had to exert effort to do that.

IIRC, Popo didn't actually do that in the manga. I might be wrong though. If he did, then Popo definitely one-shots.

Tienshinhan should win effortlessly. He gave Goku a fairly good fight.

Popo godstomps. Tenshinhan was above weighted Goku only in speed, while Popo admits inferiority to a full power Kami, but Ten was shitting bricks even over his weakened human form. Even accounting for the 5 years afterwards, I don't consider him all that much powerful as he's only about 1.2x Kuririn who likely wasn't training his hardest during the time.

I still don't think he's gotten powerful enough. The difference is huge, even-though I don't really know whether there is evidence.

Did Kami say they were only going to surpass him after training at the Look-Out for the Saiyans, or did he also say Mr. Popo? I can't remember, but I don't think it was. That'd be more evidence, too.

Yeah, he (Kami) says all the humans only surpassed him after training for 6 months under his supervision.

Some evidence for Tenshinhan < Popo

Chapter: 211 (DBZ 17), P13.1
Context: after training under God
God: “You have all surpassed me now. There is nothing more I or Mr. Popo can teach you. Return to the lower world and refine your skills until the final confrontation.”

This could imply that all of the humans were still below Popo at the beginning of their training.

I don't think Tenshinhan surpassed Mr. Popo until he trained in Kami's place. Going by the scouter numbers Tenshinhan is fairly close to him, but still not quite there IMO. As yourself said, I think the "being trained by Popo" still implies he was weaker than him. Popo would still win without too much problems imo. My numbers:
