He's acting like he's never seen or sensed SSJ Goku before, but Nappa was sensed across the planet by all the Zet Senshi. If Tenshinhan couldn't sense Goku from a hundred yards away, do the math.

Anyway, i didn't say he never sensed him. It's like, he was standing a bit far the last time he saw him, and now he's seeing a Super Saiyan right in front is his eyes. This sure is a big deal. The way he acts seems to imply this Chi is much bigger than the one from three years ago as well.
As for the second quote, he's seeing a Super Saiyan in action. It's just above by dimensions everything he has ever seen...

The way he words it sounds weird, though. It's like he never seen one before... One could argue Yardrat Goku was retconed, and he'd be my guest.

Ok, so here is the truth, the fact:

fucked this up. He literally forgot Tenshinhan has seen SSJ Goku. That's only for the 1st statement ofc, on the 2nd Ten is comenting on the first time he sees a SSJ in action and giving his best.

The closest in-universe explanation for this is Galu being >>> his power 3 years ago, though it doesn't help considering the way Ten acts.

When it comes to the first statement, you have these choices: 1) Tien forgot how powerful a Super Saiyan was, 2) Goku's power was so much higher than anything from 3 yrs before, or 3)

The other statement is easier to decipher. Goku only used his finger to stop Trunks' sword, and we know for a fact Trunks never went at Goku seriously. He also bodied Freeza rather easily.

Trunks: “As expected, the rumors were true. No, you’re even greater…This was the sword that cut even Freeza…”

Trunks definitely held-back, but in his eyes, Goku stopping his sword was a big deal.

Goku was pushing himself as hard as he could when pounding on #19. Naturally that would give Tien a better impression of what a Super Saiyan was capable of when shit got real. That could explain why the power of Super Saiyan had Tien so bewildered as if he never saw it before.
