Animations missing sparks isn’t anything new. It’s cheaper that way, and they also cut off Gohan’s sparks against Dabra and Broly. I think the only solid cases of sparks in the anime were Kid Gohan and Goku vs Majin Vegeta.

It's more notable here, though, because they draw sparks on SSJ3 Goku two seconds later and even add an "electric" sound-effect to go with it.

It might also be for the sake of adding to the gag that 1 & 2 don't look that different, as well as to beef up the magnitude of SSJ3.

I'm of the opinion that sparks determine whether or not someone is SSJ2 as that is the most defining feature, except in cases like this where it's explicitly stated to be SSJ2. This is an error/inconsistency.

Even though I'd say there's more evidence for the SS2 Gohan side of the classic debate, I'd agree with SSJ2 that this can't be used to validate it when Toei are notoriously inconsistent when it comes to the plasma/lightning aura when you have them omitting it from SS2 Goku VS Majin Vegeta for two whole episodes (even drawing his hair as his SSJ style, at that) and giving lightning to characters who normally don't present it just for dramatics.

This can't be chalked up to usual Toei nonsense though, considering they draw sparks on SSJ3 Goku two seconds later and add an obnoxious 'electrical aura' sound effect to go with it, so they didn't simply forget it.
