So let's say instead of Gohan, Buu absorbed Goku.

And Gohan and Vegeta use the Potaras to fuse.

Round 1: Base Vegehan Vs Buuku (Manga Continuity)

Round 2: Super Saiyan Vegehan Vs Buuku (Manga Continuity)

Round 3: Super Saiyan 2 Vegehan Vs Buuku (Manga Continuity)

Special Round: Vegehan Vs Enraged Buuku (Anime Continuity)

Vegehan can use all his transformations if needed and Buuku gets the same Enraged Amp that Buuhan did against Vegito. Also no gay 1 hour time limit, it's permanent in all rounds. Win by Kill.

Vegehan stomps in every scenario imo. Unless Goku is absorbed while SSJ3 he isn't making any sort of noticeable addition to Super Boo, and even if he did I think the absorption boost from absorbing SSJ3 Goku would be far far smaller than the Potara Fusion boost from Gohan and Vegeta fusing. Vegeta has experienced his Majin state so the only difference between him and Goku is that he can't go SSJ3, also. And I'm not sure how having access to a transformation would affect base powers, it likely doesn't.

I think Goku-Boo should be comparable to South Kaioshin-Boo here, which is above Super Boo but probably still weaker than Gotenks-Boo. Even with anime logic, Super Boo with any absorption is weaker than Anime Pure Boo, so Vegehan still wins, although he's probably gonna need SSJ2.

Shouldn't Boo be able to tap into Goku's transformations if he powers up? He's got access to all of his techniques and memories, I doubt the transformations would be locked away from him.

Also going with how South Kaioshin affected Boo I heavily doubt Boo's absorption is meant to be simple addition.

The idea that South Kaioshin powered up Buu is simply headcanon, as it isn't stated or implied anywhere.

On the other hand, Buu stated that he is going to add Gotenks' power and Piccolo's brains:

Chapter: 499 (DBZ 305), P6.1
Context: Boo thinking to himself, before he absorbs Gotenks and Piccolo
Boo: “…If I just add that squirt’s power and…that ‘Piccolo’ guy’s brains, then…”

He specifically goaded the boys to transform into SSJ3 Gotenks before absorbing them and they were shelved to the side in favor of Piccolo when defused and in base, so I don't think he can draw out their transformed powers.

South Kaioshin seems to br the outlier since Gotenks was an obvious addition and Piccolo added hardly anything to Boo's strength.

Gohan was in base inside of Buu, but he could make use of Ultimate Gohan's power. I don't think that's a limitant.

Gohan was in Ultimate form when he got absorbed and I think prior to DBS Ultimate was basically a hyper powerful base.

Chapter: 496 (DBZ 302), P4.1-2
Gohan: "Ho-how can I turn into this mightiest of warriors!?"
Elder Kaioshin: "You transform into that Super whatever-it-is a lot, right? You'll be fine if you just get the gist of that, and throw in a kiai."
Gohan: "The gist of a Super Saiyan...I-I got it...!"

Since the principle of the Ultimate form is no different from the Super Saiyan, I think it's plausible to think that both forms relies simply on internal power, which Buu can access if pleased.

Gohan was clearly in Ultimate form the entire time he was alive in the Boo arc after activating it. He didn't need to "transform" into it to resume his battle with Super Boo when he reappeared.

No, he wasn't. Gohan while coming to Earth wasn't on his Ultimate form till he activated it

Of course, that is an state he can use to his own will.

His Ki and demeanor was already noted to be different prior to that power up. He was in Ultimate state the entire time, he merely wasn't in full power when he was flying rather slowly toward Boo's location. Gohan didn't visibly transform at all when Boo returned, became Bootenks, and challenged him.

Because Gohan has trained, gotten stronger and is now more prepared to fight compared to the rusty initial version of himself, as well as his insecure self of the Cell Games when he was a kid.

After activating it, he was in his basic base form once again, as there was no need to stay on that form when he flied to the battleground and/or he wanted to stay like that to give everyone a surprise.

Goku and Gohan could stay in SSJ for days lol. On an equal manner, the Ultimate form doesn't have that much of a strain so he can stay on that state how much time he wants.

It was a clear effect of his Ultimate power up. Piccolo even mistook him for Goku, something he didn't do before even when Gohan was a SSJ2. It reorganized his Ki and made him much more confident and efficient as a fighter. His personal pronoun even changed to "ore."

You answered your question right there. Gohan's Ultimate strain is very minimal, so he can stay in it as long as he wants. He also had the focused and fully outlined eyes even when Kibito was redoing his clothes, and Piccolo did not recognize his Ki signature at all. Gohan was in Ultimate state the entire time since he activated it, evidenced by his fully outlined eyes and sharper hair. To ignore these traits and say he was base when he arrived at the battlefield is like ignoring Goku's fully outlined, green eyes and spikier hair when he did his warm up fight with Cell because he didn't have an aura up.

It's comprehensible for Piccolo to mistook him for Goku, someone appearing while using the same gi as Goku, and, as well has black hair is appearing. Also, at that point, he was too far and Goten recognized him due to being his older brother.

I mean, Gohan even after reviving did stay on his Ultimate form?

For everyone, Gohan was dead, they didn't knew anything about him after Fat Buu and don't believe as something possible his return neither to power up that greatly.

When it comes to Goku in the Cell Games, not only Trunks said that, but his look got intensified greatly, in similar instance, Gohan's sight didn't intensified till he powered up and he looked casual before of that.

Piccolo recognized the Ki as Goku's even from a far distance, while knowing for a fact that Goku was dead. His Ki signature had changed significantly prior to his pre-ritual self, becoming more like his assertive and confident father than his meek former self.

I think he did. Ultimate was treated as a hyper powerful base in the OG DB manga and in the DBS manga during the ToP, as evidenced by Gohan not doing a visible transformation when facing Kefla at his full power. It's the DBS anime and Super Hero (as well as M13 if you count that) that treat it as a transformation you switch on and off.

Daizenshuu 2 and El Manga Legendario imply Gohan is in base by the whole he dosen't need Super Saiyan to beat Buu.

But Daizenshuu 10 does call it a Super Transformation:
"Gohan-type
This type is also called Ultimate Gohan. While his appearance hasn’t change very much from his normal state, his power surpasses even Super Saiya-jin 2. He’s a Saiya-jin who has achieved a super transformation different from Super Saiya-jin, which puts a large strain on one’s body."

So depends on how you take it.
