Vegeta being surprised by Goku's speed

Directly after Goku powered up to 8k, he gets behind Napa and lands a solid blow. Why is Vegeta surprised by Goku's movement speed here? Was Goku moving faster than his 8k level would suggest?

Wouldn't surprise me. Goku (and even more-so Gohan) have always been noted for their speed. Captain-Ginyu said Goku's body was faster and stuff like that.

yeah, maybe there is a high-end and low-end in-terms of speed for certain tiers, in this case 8,000.
