I think Part 1 Sakura would lose to Videl. She do anything too extraordinary besides slap Naruto around (which was just for lols).

Part 2 Sakura I can see her beating Videl with no issues

Part 2 Sakura and Chi-Chi I'm kind of on the fence with, but in terms of pure fighting skills I can see Chi-Chi winning Sakura has immense raw physical power.

Part 2 Sakura vs. Android 18..... 18 slaughters her and the entire Narutoverse at the same time.
