Was Piccolo's Rosat section retconed?

Ok, we all know Buu Arc heavily implies Base Saiyans > Piccolo, though this is impossible due to Cell Games Piccolo being not too far from SSjin Vegeta and Trunks. But what if Piccolo was actually retconed and is back to Cyborg tier? This wouldn't surprise me as some belive Gohan's SSjin 2 on the Budokai was retconed as well. Any thoughs?

I don't think it has to be retconned.

You could just go along with the idea of Base Vegeta and Base Goku surpassing Piccolo through their training. As for Gohan, Teen Gohan could be weaker, but Base Kid Gohan's unseen power could be above Piccolo's. I obviously don't believe that because it'd mean Gohan would've been able to hold his own against a Cell Jr without transforming.

Really, Base Saiyans>Piccolo is a thing because of Dabra's statement and Kaioshin's reaction. Both which have been shown to be unreliable.

It could have been. Pre-retcon, he could be approaching Cell Games Super Saiyan tier. Post-retcon, meaning how we're forced to view a certain event, he could be Android 16 tier for all we know. If you don't have 16 multiple times stronger than 17, which I honestly don't think is necessary, then Base Goku could easily be stronger than Piccolo. The issue is still Base Gohan being weak as shit.

It doesn't have to be retconned. There has never been any solid evidence about Piccolo ever
being of any use after his fight against Seventeen.

Gohan proposed that so they would give a chance to the others. Most likely, he meant those
who didn't have a chance, aka humans.

This would be too huge ass boost tho, and Base ~ Cell Jr pretty much screws the Kids ~ 18 thing.

Gohan was already being desilusional due to inviting Goku and Vegeta. I think Vegeta's word of winning in base is more trustable here.

When it comes to Dabra, his word just seems useless.

He had to have been referring to something latent within the Saiyans because we know they were entirely wrong about them.

Dabra sees Super Saiyan Goku, says no one was that strong on Earth 300 yrs ago, but the Base Saiyans apparently have enough energy to fill Boo's meter. They don't know jack shit.

The "Nobody was like that 300yrs ago" was to Base Vegeta pummeling Pocus. When Goku turns SSjin Goku was like "He's glowing, lol". But if Babidi and Dabura were refering to something deeper, wouldn't they notice the saiyans are stronger than him?

I confused the moments for some reason.

If they were measuring powers in a normal sense, they would've knew Pui-Pui had no chance. That's another issue with this. Everyone is suppressed and Dabra knew the Saiyans were different compared to the others. If Dabra is able to see through their suppression, yet be shocked that Pui-Pui was so easily defeated, what exactly is he measuring? The power of all 3 Saiyans that's somehow big enough to fill the meter, but weak enough for them to all get handled by Pui-Pui?

Outside of the moment where everyone was hiding, the idea of these 2 being able to sense power is tossed out of the window. Bobbidi said there was no change when Goku went from Super Saiyan to Super Saiyan 2. Dabra says Boo has "no power" even though Gohan says beating him would require him to bring out all of his power.

This part is dumb.

A big factor at where Piccolo stands after ROSAT is how you interpret his words: ''I can't do much against Cell''.
If he was referring to an one on one fight, he doesn't have to be much weaker than 50% MSSJ Goku. If he meant
he won't be helpful in a group fight, he has to be less than 25% Goku.

But in all seriousness, the whole thing, right before the heroes enter the spaceship to Gohan vs Dabura is just... it just a mess. Dabura thought the 3 Base Saiyans could fill the meter, yet was shock Pui Pui got beaten. It doesn't make sense why they're gathering energy if someone like Pui Pui could fill a good amount of energy. I mean it not like Babidi really cares about his henchmen. After all, he did blow up Spopovich, ask Pui Pui to kill Yamu, and turn his back on Dabura.
Hell, Babidi wonder how many hundreds of earthlings' energy Spopovich and Yamu took to gets almost half of the needed energy.


I would love for Piccolo's ROSAT gains to be retcon, but I don't think it's that simple. Piccolo isn't Gohan who stop training after peace is restored.
