He is stating his desire to always work hard to surpass anyone he ever fights, it's the Saiyan in him. What differentiates Goku's desire to become stronger and Vegeta's desire to become stronger is obsession focus; Vegeta obsesses over Goku and his desire is to always be stronger than him.
