What's the earliest arc that Luffy would fail to solo?

Let's say Luffy from Wano has to solo each of the previous OP arcs. Assuming he gets another lucky shot on Morgan, how far does he make it? Skip Marineford. Impel Down he can just escape again, but has to do it alone. Assume he doesn't get lost in any arc or get stuck between two buildings and lack the motivation to break the city again and he's fully willing to beat everyone up. He fully heals between each arc.

Scenario 1: Only has to defeat all the characters the Strawhats defeated

Scenario 2: Has to defeat every the Strawhats defeated, plus every enemy that went directly against the Strawhats in that arc

He'd make it to Whole Cake Island. He'd likely struggle with taking on all of Big Mom's commanders at once, and even if he could beat them, he'd have no chance against Big Mom.

I think scenario 1 he loses to Perona. Otherwise I guess WCI makes sense. No other big threats.

Scenario 2 I don't see him getting past Aokiji on that island. Gear 4 is going to be less useful in open space like that, plus I doubt Aokiji is below the likes of Katakuri.
Also definitely don't see him getting past Kizaru and Kuma at Sabaody. edit: ignoring Perona here

Yeah I forgot about the Admirals. I'm not sure how it would look at this point. He's fighting close to on par with Kaido currently, albeit Kaido has endured a lot more than Luffy has and is still going strong. Luffy might not be on his level if both are at 100%, but I don't think the Admirals are either. He might lose to Aokiji.
