I think most of the masters in DragonBall have better skill/technique/understanding of martial-arts than him, since they're so powerful. Someone like Chapa-o'd be out of his league for example, I think or Nam too.

Bruce Lee was a very good fighter if going by pound-to-pound strength, but he's nothing compared to the abnormal strength and dexterity of DB characters. Even by DB standards learning the Kamehameha in less than 50 years is considered a huge feat, which the humans all performed with relative ease, so I doubt Bruce Lee can beat them even at equal levels. Plus, no fancy light shows and shit 2

Tao Pai Pai as well. He only got beaten because Goku got stronger, but he seemed to be a damn good master that even Roshi respected him.
