You got it wrong. Vegeta was comparable to Toppo and yet Toppo was impressed by Berserker Kale's power. Blue Vegeta was even concerned about it. Jiren exerts a power far beyond Berserker Kale to one-shot her which the narrator even talks about. In contrast, Goku finally earns the respect of Jiren and forces him to finally display his "overwhelming power" which Belmod and his Angel even talks about. They make it a big deal and suggest that all fighters would lose hope if Jiren defeated Goku.
The fact that Jiren finally needed to display even more power to fight Blue Goku would mean:
Blue Goku (vs. Jiren) >= Jiren (vs. Kale) > Berserker Kale/Blue Vegeta/Toppo
Where does Base Kefla fall in all of this? Well, Blue Vegeta was concerned about her power and was distracted by it while fighting Toppo. I think it's clear that Base Kefla was much more powerful than him which coincides with Base Kefla being stronger than SSJ2 Kale who is stronger than Berserker Kale. This is the same Kale that fought Blue Goku as the narrator explicitly states that Kale had become berserk
again. Goku even has flashbacks of Kale and compares Kale's enraged state to his first encounter with her. As such, this is my power chain:
Blue Goku (vs. Jiren) > Base Kefla > SSJ2 Kale > Berserker Kale/Blue Goku(Initial)/Blue Vegeta(Initial)/Toppo > SSJ2 Goku (vs. Kale/Caulifa) > SSJ Kale
Edit: I just rewatched the part where Kale joins the fight. Berserker Kale is definitely around Blue Vegeta and Toppo's power. Toppo (as he's battling Vegeta) states that Berserker Kale's energy is tremendous and claims that Saiyans should not be underestimated. Blue Vegeta is even distracted by it. The implication couldn't be more clear here.
