Considering that in both cases, Hit was speedblitzed and both were too fast for him to watch. Which do you think it'd be the case?
IMO Final Form Freeza keeping up with Dyspo is simply a PIS, but from the perspective that it could be not I can think that Hit is just marginally weaker than either Dyspo or Freeza (no Golden). Of course, Dyspo is only faster than both, but Freeza the strongest of the three.Dyspo's speed is far above his overall power. Anyway Dyspo is a tricky one to power scale since Base Freeza was tanking his hits while Hit struggled against Dyspo before Adapting and getting stronger. Hit was Blue Goku's equal during the Filler and should logically be a lot stronger than Dyspo.

Also, that Goku's Blue Kamehameha didn't made any single scratch on Hit, and he could've been the victor as he was the first one to get up and Goku was tired and in base, while Hit could've made an assassin attack again.

Hit wasn't holding back in showing his movements. I don't think that is an statement in reference to power.That’s because they just started fighting, so he hasn’t shown everything yet. Vados later says Hit isn’t holding back.

Goku breaking Hit’s pocket dimension makes him look stronger. The theme on both their fights was that Goku is stronger, but Hit has time-skip and it’s variations to counter so Goku relies on his wits.

It's also unlikely for Hit to avoid the Kamehameha considering that it would've happened the same as in the Champa arc when he improved enough and managed to actually dodge it.
He eventually shows Goku that he can also attack while being on that stance, not that he just appears or dissapears.He still had a couple techniques left. The whole fight Hit’s “power” is his techniques, he doesn’t do anything in his real body the whole episode.
