Which main villain do you think had the most impact

Tao Pai Pai

The first opponent to completely outclass Goku and first villain with notable on-screen kills. Though Goku probably doesn't have much personal vendetta against him as he was casual around him in filler.

Piccolo Daimao

The first truly irredeemable bad guy in Dragon Ball and the first to push the otherwise easy-going Goku over the edge with hate. However, his power is quickly made as nothing special as any major fighter during the 23rd Budokai (except Chi-Chi and Tao) can beat him.

Freeza

The most iconic villain due to having the most build up and on-screen beefs in Dragon Ball history, most notably with Goku and Vegeta. However, he was immediately surpassed after his titular arc.

Cell

The only vilain to successfully kill Goku and his most notable beefs were with Gohan and Trunks but was killed off before he became a universal threat. However unlike Freeza who was quickly surpassed, Cell was not surpassed in the Majin Boo Saga till Majin Boo himself appeared.

Majin Boo

The oldest villain and has caught the most bodies killing everyone on Earth including Earth itself, but no notable beefs.

Freeza for sure. Daimao comes in second, but he became a little pathetic when it was revealed guys like Muri and his villagers were stronger than him.

I think it's a mistake that AT reduced his arc villains to trash so fast. He should've followed some power rules.
For instance...
-No human Z fighter will ever surpass King Piccolo
-No Base Saiyan will ever surpass Freeza
-No Super Saiyan 1 will ever surpass Cell
-No Super Saiyan 2 will ever surpass Buu
-Beerus and Whiss didn't need to be so haxed. AT could've not mentioned fusion at all, leaving it up to our
imagination whether a Goku/Vegeta fusion could win

It kills Saiyan zenki.

It increases the need for new transformations & makes training nearly pointless.

No Ultimate

The Buu absorptions would be different.

Beerus & Whis would seem lame

The DragonBall Universe would appear even smaller than it does now.

I kind-of agree with some of that, even-though you still can think none of their regular-states surpassed Freeza.

Ultimate =/= Base

Beerus and Whiss don't have to be introduced as 1000x stronger than the previous universal threat (Buuhan).
How they compare to Vegetto should've been left to our imagination. Why should Vegetto become lame?

You can just take the fight as a light-hearted comedy segment. AT probably didn't think much more of it than that when wrote it.

There's also Base Saiyans>Pocus>Kaioshin>Freeza, even thought that is debatable as well. What i'm saying is AT should have made
it more clear.

Leaving it up to our imaginations just gets more of the same.
Fan interruptions, wild assumptions, contradictions, no real feats to base anything on.

Beerus & Whis are Gods so of course they're going to be introduced as something far more powerful then a mortal character.
