Why did the anime even bother with Resurrection F?

I understand remaking Battle of Gods since BOG did expand upon the level of hierarchy, introduced the Super Saiyan God, and the remake made Goku and Beerus' strength more gaugeable while nothing was improved upon with Resurrection F (in fact it was made worse with the awful art/animation and pointless plot points). Not only that but Resurrection F as a whole was (objectively speaking) nothing but an uninspired cashgrab that did more harm than good to Freeza's image. There was no character development (Goku and Vegeta don't learn a thing from their fight with Freeza), did nothing to expand the world of Dragon Ball, no lore, no clear power scaling or gaugeable feats, and Goku and Vegeta's training involved learning things they already should know. It did bring us Super Saiyan Blue but even that easily could've been done without the arc. Toyotaro was also smart enough to not bother with something that was just there to be a popcorn movie flair.

Every canon proceeding arc brought something new to the table. The Saga of Son Goku... is a no-brainer. The Tenkiachi Budokai introduced... well the Tenkaichi Budokai as well as added in new members who become recurring characters such as Tien, Chiaotzu, and Chi-Chi while pointing the main characters' abilities to the test. The Red Ribbon Army Saga (even though I don't like it much) introduced the concept of hierarchy and Korin. The Uranai Baba Saga (which I don't like a lot either) introduced the concept of the afterlife. The Piccolo Daimao Saga was the turning point in the story along with introducing Kami, a bunch of crucial techniques, and senzus. The Saiyan Saga showed Goku's new family life as well as explored the backstories of Goku and Piccolo plus Saiyan lore. The Namek/Freeza Saga introduced Namekians and their planet Namek as well as Super Saiyan and further insight into Vegeta's past. The Android/Cell Saga added a bunch... it introduced the concept of time travel (in detail, too), had enemies so tough they inspired the Saiyans to surpass the Super Saiyan wall and had Piccolo finally become one with god, introduced the Room of Spirit and Time, found Mrs. Right for Krillin, and had Vegeta learning to accept he has people in his life to care for. The Majin Boo Saga also expanded upon most of those aspects as well as expand upon the level of hierarchy with the Kaioshins as well as give Goku and Vegeta's rivalry closure.

Why did the Super anime even bother? Filler...?

I wouldn't say it was worse than the movie since that was so bad you couldn't make it worse, but it was indeed the most pointless thing Toriyama ever produced.

My guess is that they wanted the manga to get ahead enough that the anime won't completely leave it in the dust for a while, although that's more or less happened already and Toyo will need to release some FMA chapter 108 number of pages to catch up.
