Why didn't Master Roshi know Tao-Pai-Pai personally?

He seems to talk about him as if he never met/knew him. Talking about his reputation and all and for what it's worth Movie 3 just seems to reinforce this.

Yeah, very strange but since Master Roshi and Tsuru-sen'nin themselves were young back then it's possible he was either a baby or a child.

He did, but he didn't seem to have ever met him or known him in anyway which seems weird, since Master a Roshi and Tsuru-sen'nin were some-what friends back then. The way he talks about him seems as if he only knew they were brothers after the fact (of knowing who Tao-Pai-Pai was in the first place...the world's greatest assassin.).

According to the timeline from Daizenshuu 7, Taopaipai was only 2 years old at the time Piccolo Daimao was created and started his conquest, and Tsuru Sennin stopped being friends with Muten Roshi not long after, so it's understandable they would have never met.

That's probably why he knew Tsuru Sennin and Taopaipai were brothers. Most likely, Tsuru mentioned his infant brother's name before. Either that, or they met some time more recent than that, which is highly logical given they recognised each other immediately at the 22nd TB.
