Why is Blueno so weak?

This is one thing that's been bothering me about Enies Lobby. When Blueno fights Luffy, he manages to match Base Luffy (who would later keep up with Base Lucci), and he withstands several Gear Second attacks from him. Luffy was even going to use Gear Third on him when it appeared that is Jet Bazooka didn't knock him out. Given his feats, he would fit a lot better with Kaku and Jyabura's Zoan forms strength wise, yet his doriki would indicate he is only a little stronger than Fukoro, who was easily beaten by Franky. Is there an explanation for this, as I am pretty confused about it.

Luffy is only as strong as Lucci when he wants to be.

I believe Blueno had an affinity for defense (like how all the others were good at one thing in particular). Luffy might've also been a little tired or something.

Most of Blueno's performance seemed to be due to his DF powers combined with his Rokushiki making him a far less predictable opponent than the other CP9 members. As Kyo said, he may also be highly skilled in Tekkai, though likely to a lesser extent than Jabra and definitely less than Lucci. His Soru also plays a Major part in his speed and reactions, given how Kalifa was capable of even dodging Lightning through it, allowing him to keep the pace with Luffy. Even before G2 though, it was clear he was no match for Luffy in strength, as he was coughing up blood and remarking on how different Luffy's strength was compared to their first meeting. All these fit well as explanations, given that Douriki only measures pure physical strength and doesn't take DFs or Rokushiki into account.
