Would you say it's fair for fans to hold Chi-Chi's past actions against her?

I mean people don't resent Bulma for almost committing manslaughter on a child (if Goku wasn't super strong, he would certainly die), leaving her friends for dead on several occasions, and generally being a selfish bitch on Namek or Vegeta for treating his future son like shit, trying to blot his family out his life and killing hundreds just so his man-crush can notice him, and generally being a total dick throughout most of Z who is responsible for Cell and Boo nearly destroying the entire universe... in fact, they praise him for it. They also praise Piccolo for being abusive towards Gohan when he first took him under his wing to train him even though Piccolo himself apologized for treating him so harshly.

However with Chi-Chi, the haters just won't let her live down ignoring gravely injured Goku to check on a relatively fine Gohan (as far as we, the audience, know) or saying Gohan's education is more important than the fate of the world even though the story itself makes it clear there's more to her than just that (like what other woman would seriously want an uncultured hick who's obsessed with fighting?)... even Toei holds those moments against her (I wouldn't be making threads like this if not for them). The haters also use these moments not only to blame her for Gohan being "lame" but for everything bad that happens in Z and cite how Toriyama "hated" her to belittle fans for liking her.

I know it's not a good idea to keep addressing haters at risk of being labeled a "fanboy" but the situation is getting worse by the moment and the more I read that stuff, the more I start believing it so I can't let the downfall prayers win by any means.

The difference is that Bulma and Vegeta actually changed for the better, had some level of character development after their worst actions and their actions at least held relevancy. Chichi, on the other hand, had no real change or counterbalance to her worst actions, apart from a small level of such in the Boo Arc with her being less strict on Goten than with Gohan (which is completely retconned in Super) and at that point her actions had absolutely no relevance to the plot like they did with her limitations on Gohan.

I wouldn't really blame her when Gohan was little. Who would? Actually it was really sad in the second TV-Special when Chi-Chi looked back on a photo of happy times when Goku was still alive, pre-Raditz. And them as a happy family. Wanting Gohan to come-back home, but...

Krillin is Goku's only friend who didn't try to kill him when they first met (Bulma, Yamcha, Tenshinhan, Yadjirobe, Piccolo, Vegeta).

I don't entirely. Chi-Chi ultimately wanted what was best for Gohan like any mother would. As far as Gohan being the way he was in the Buu Saga, wasn't Gohan always interested in being a scholar? Goku tells him he won't have to worry about fighting and can study to be a scholar like he wanted in the first place.
