Does this imply even after training with Kaio Chaotsu still even weaker than Yajirobe?

If you ignore anime filler (Chaozu vs Guldo), you can say Chaozu reached his limit
after training with Kami.

Goku was probably thinking that Yajirobe wouldn't care about the difference in power and wouldn't argue with having more allies. Unlike Chaozu, Yajirobe could still be wished back with the Earth's Dragon Balls, after all.

Though considering how much of a jobber Chaozu's been since.....well, ever, I wouldn't be surprised if thought that Yajirobe > Chaozu.
