Nappa was 2x weaker than Goku and his durability made him competitive. Yajirobe has good durability and isn't even close to 2x weaker than Tenshinhan, so he'd probably be able to kick the shit out of Tenshinhan.

The only quote in the manga would be that Karin said Goku's already surpassed him like it was a recent phenomenon, but you could just as well say it was before the tournament as they hadnt met in 3 years

Like I said it's more indirect. Nothing is directly stated, but kind-of implied, if you take it that way.

Master-Roshi implied that Master-Mutaito was above Goku, when he fought Piccolo and that's why the situation is hopeless. (This can be interpreted in more than one way though, I guess.)

And later Piccolo-Daimao says Goku's power is as far as a human can go.

He doesn't seem adept enough at ki sensing to tell Goku was strong enough to beat him with his nerf-cape on, or accurately guesstimate Tenshithands' powa without watching him get his ass kicked by Drum. He'd really have to fight them himself or see others fight them, and he's way weaker than he once was. Alternatively, he may have excluded Mutaito because he died from the Mafuba I guess

But he can decide the out-put of power he is going to use. Like him powering-up, but still accurately saying he's using less than half-power and if he fought Master-Mutaito, then he can compare, right?!
