I'd like to know everyone's definitive Dragon Ball rankings beginning with Goku's meeting with X-rated Bulma to the end of the 23rd Budokai. You can put it in tier lists or use the "> < = ~" system, either is fine. I'm just curious where everyone stands on this.

I'm probably forgetting a bunch of characters and if I am please tell me which ones. Otherwise this looks good to me.

I'm gonna need to reread the manga to conclude this series ranking which might take a long time.

They were about the same strength and I believe Goku was very slightly stronger after the Pilaf arc.

But why would he be stronger? In the training from what I remember Goku mostly owned Kuririn all through-out even without his tail and it was said he lost strength after losing his tail.

I don't know, I just think that he would be. He came in later in the series.

He showed confidence in beating a Goku that would be stronger than the one he'd seen at the 22nd TB. Whilst you could argue he was only aware of Goku's Tournament level, it's very unlikely he wouldn't stick around to watch the finals and even if taking into account the anime's timeframe showing he went back to his dojo by the nightfall, he'd still need to have far surpassed Tambourine to have much confidence in making a difference at the next Budokai.

I just can’t see Chappa surpassing the likes of Mutaito.

Considering how logically, an adult should be far stronger than their kid self, I don't see how he wouldn't be so confident if he didn't far surpass what he knew of 22nd TB Goku's power. Meanwhile, it's hard to place Mutaito far above 22nd TB Goku unless giving the latter a huge Zenkai after his fight with Tambourine.

But what was Goku displaying initially at the 22nd? Wasn’t it not even close to his tournament power, let alone his combat power? Factually, we know Chappa is familiar with Goku’s initial power.. Personally I can’t see a guy who got one shotted in the prelims being willing to stick around and watch the whole tournament.. However I think this point comes down to opinion.

I would agree to that. Given there's nothing to suggest things one way or the other, however, I'd say going with him being above 22nd TB Goku in general is the far safer bet.
