Broly could simply be Power Weighted Cell's counterpart rather than FP Perfect Cell's. Movies and anime works too different from manga logic, so on there, is possible Power Weight form increases for everyone the same.

If Hatchiyack could replicate this feat I'd think it lefts too low of a space for him to be FP Perfect Cell level. Unless he fought a stronger version of Vegeta, and even then, TOEI feats are abundantly illogical.

@PowerLevelGuy Now that I'd think about it SSJ3 being 5x SSJ2 should be the actual measurement of the form. How strong is Final Flash and how much stronger was Cell than Vegeta?

I'd think SPC is the only option we have that is actually available to do so. FP Perfect Cell and Power Weighted Cell are much stronger than Goku, but Kamehameha amp was clearly something else. Cell, even on those forms should not survive minus regeneration.
