How much stronger does a blast have to be than the target to kill them?

This is a great question. The answer is that there is very little consistency here. It’s really plot.

Vegeta surviving the KKx4 Kamehameha and Piccolo surviving the Super Kamehameha with hardly any damage seems really hard to explain.

There is an explanation: They took damage equal to the difference between the kamehameha and their own blast.

At that point in the series, the KHHs had a multiplier of like 5x-10x, so even the difference between the two KHHs was strong enough to kill Cell.
That seems doubtful. Are you saying Majin Vegeta can easily kill SSJ3 Goku? I doubt that.

Why not? It would've killed Fat Buu, who's not much weaker than SSJ3 Goku, had it not been for regeneration. That being said, I've started feeling maybe we shouldn't give PLs to suicide explosions, since maybe their mechanics are not exactly the same as those of blasts.

It's very hard to know, Vegeta or Frieza surviving the Genkidama, Cell surviving Final Flash or Kamehameha and Majin Buu surviving Final Explosion make it hard to tell. It gets even harder on TOEI universe on which characters survive absurdly powerful attacks and that's a constant thing.

In my case, Majin Buu would require 3,15x times (because of his hard regeneration), and Frieza and Cell are hard to know given they are naturally durable as hell, but I'd think they'd be easier to kill as they don't have a regeneration that effective like Majin Buu.

Cell didn't survive the Final Flash.Vegeta missed and yet still obliterated a part of Cell.
